Reference paragraph 3 of our telegram No.1976 to Hong Kong about the Salaries Commission and Serpell's unnumbered note of the 31st December to me giving his suggestions as to what we should say in the further telegram we promised to Hong Kong about cost of living allowance.

In Serpell's absence I had a word with you yesterday over the 'phone and now send a draft of what we would propose to send to Hong Kong. If you could let me have your comments, if any, by

phone I should be grateful.

we have departed very little from the text suggested by Serpell. I mentioned yesterday that we wish to omit the passage which implies criticism of the way the Commission did their work and to add a paragraph specifically for malaya, since the telegram must be repeated to them. also prefer the word "consider" to "determine" at the end of paragraph 3, since in terms we ourselves in this telegram have not expressed a final view.
